Wind-driven rain through a covered peril, like a damaged roof, is often covered under a standard HO-3 policy. Storm surge and rising water are flood damage and require separate NFIP or private flood coverage — the distinction matters and your adjuster will draw it precisely, so document which mechanism caused which damage.
